Where the 8% rate on a ceiling comes from
The Polish VAT Act provides a reduced 8% rate for construction works — building, renovation, modernisation and conversion — carried out in buildings covered by the social housing programme. The key word is works: the preference covers the service of installing the ceiling together with the material, performed in residential premises. Selling the film alone, without installation, is a supply of goods and carries 23%.
A stretch ceiling, as a finishing element permanently attached to the building, fits this definition just like a plasterboard build, plaster or flooring. That is why in our quotation the ceiling always appears as a complete service: measurement, made-to-measure membrane production, profiles and installation. That is not just tidiness in the offer — it is the condition for applying the lower rate.
Who pays 8% and who pays 23% — scenario table
Two things decide: the type of premises and their usable floor area. Below are the most common cases from our practice.

Gross example: a 25 m² living room
Take a project from our price guide: a 25 m² living room, PVC matte, an LED line along one wall, six light points — around 6,000 PLN net. At 23% the customer pays 7,380 PLN gross. At 8% — 6,480 PLN gross. The difference: 900 PLN on a single room, with no change whatsoever in the scope of work. For a whole flat, where the order value reaches well over ten thousand zlotys, we are talking about 2,000–3,000 PLN.
So when comparing offers, check whether a competing quote states a net or gross amount, and at which rate. We have seen offers where the cheaper net price ended up more expensive gross, because the contractor did not apply the reduced rate.
What the declaration looks like and what we do for you
The buyer's declaration is a one-page document in which you confirm that the premises are residential, state their usable floor area and declare that it falls within the limit. We prepare it together with the contract — you sign, we keep it in the order file, because it is our basis for issuing an invoice at 8%. You need no certificates from any office and no extracts; we take the floor area from the notarial deed, the lease or the design.
Payment works as with every project: a 30% deposit on order, the remaining 70% within 7 days after installation — both parts at the same rate. The quote after the free measurement is valid for 30 days and already shows the gross amount at the correct VAT rate, so there are no surprises on the invoice.
Three traps worth knowing about
First: usable floor area is not the same as the area of the ceiling we install. What counts is the floor area of the whole premises according to the documents, not the 20 m² of the living room. Second: commercial premises in a residential building — a surgery, a ground-floor shop — carry 23%, even if there are flats one floor up. Third: exceeding the limit does not cost you the whole preference — the reduced rate applies proportionally to the part of the floor area within the limit, and the rest is settled at 23%.
